The parent/guardian of children receiving home care services has the right to be notified, in writing, of their child’s rights & obligations before treatment has begun. Home care providers have an obligation to protect & promote the rights of their “clients” (parent/guardian & child), including the following:
CLIENTS & PROVIDERS HAVE A RIGHT TO DIGNITY & RESPECT:
Home care clients & their formal caregivers have a right to mutual respect & dignity.
CLIENTS HAVE THE RIGHT:
To have a relationship with home care providers that are based on honesty & ethical standards of conduct.
DECISION MAKING – CLIENTS HAVE THE RIGHT:
To be notified of the care that is to be furnished; to participate in the planning of the care & in planning changes on the care & to be advised of the right to do so, & to refuse services or request a change in caregiver without fear of reprisal or discrimination.
CLIENTS HAVE THE RIGHT:
To confidentiality with regard to information about their personal health, social & financial circumstances & about what takes place in the home; & to expect the home care provider to release information only as required by law or authorized by the client’s parent/guardian.
QUALITY OF CARE – PARENTS HAVE THE RIGHT:
To receive care of the highest quality; in general, to be admitted by a home care provider only if it has the resources to provide the care safely, & at the required level of intensity, as determined by a professional assessment.
